Try to mix a short piano sample with a slightly distorted sine wave. Use Lfo's for a wobbly character...

To me it seems most likley someone just ripped samples of trails and 747 from http://www.atomless.com/projects/boc/site/ (hence the song name flash site) and added the happy cycling samples.

But the sounds on that site where in bad quality and this track here is in very good quality. So it could ...
