(perhaps this is because I'm just depressed about the England game and on my tenth drink of the night)
There's likely a lot to be found in the clean version of the video. Or, of course, it could all be a red herring and just a dramatic tease of this tie-in EP. Seriously, this sounds like it could be a last-minute rejected track fitting anywhere between tracks 3-15 on the album. It sounds good though, likely an outtake taken out due to the intended length of the album.

But I agree, the fact that there seemed to be an effort to block out BoC's speech in particular is no mystery, it's not like everyone was tuning in at that moment or anything, and the problem occurred for the exact entirety of the speech so nobody streaming could see it. This points only to some prior plans. There will more than likely be something to follow this up, so keep your eyes peeled on any potential uploads etc.
But, in all honesty, I was slightly hoping they'd say thank you in their normal voices (of course, I wouldn't expect them to appear), we haven't heard them in any place other than the John Peel conversation (if I'm not mistaken).

Now having seen the video... It may be just have been a "simple" thank you message after all. I dunno.
The only thing that makes me doubt that it is actually nothing but a thank you message is the fact that they deliberately cut off the sound and video for the live streaming.

the actual video for the thank you message, the sci-fi image of a womans face is like the avatar one of the users had that uploaded number clues last year, i dunno, i think its from some old film?

Seriously, just listening to that sound, they've worked hard on it, it sounds like the kind of thing a track of its own is made upon. I personally can't wait to see that comes from this. Assuming an EP, but from the presence of new material, I'm glad this isn't a farewell as suggested by those in that recent thread.

Just a short recap of what happened.
I was watching the internet live stream of The SAY Award show and decided I'd film the BoC sections with my iPhone from my couch. I didn't have enough time to figure out how to properly record the live stream on my laptop and I thought it would be cool to meta film it so yeah I did that.

I started filming as soon as I heard something about BoC and I was really looking forward to something exciting when all of a sudden the audio from the live stream cut out and even the video turned black as you can see in my recording. I still don't know if this has been done on purpose or that the stream had some real technical issue. Weird timing nonetheless!
I do think it's on purpose because in that removed YouTube clip ( http://we.tl/SxU6roLUED ) (which a person at the actual event recorded) you can see what they actually have shown in the parts that are black and mute in my recording. Cool fast moving images accompanied with a new arpeggio-like tune.
I hope we'll get to hear something about this from their official channel soon! Gotta love BoC and their marketing technique.

Is that Gavin Harrison speaking before so called "thank you speech" ??? Nobody mentioned him. This guy looks exactly like him. Correct me if I'm wrong. This is of course English extraordinary drummer known for his work with Porcupine Tree and King Crimson.
