I made my own transcription about a week ago, that I have revised like 15 times. I was super convinced there were DTMF tones in this, as those loud "glitch" sounds start towards the end of the narration, and continue into the end - I had counted 11 and I was convinced there was a 1-800 number. After trying a shit ton of numbers I gave up on this, and seeing that the end audio came from a numbers station, which had beeps/tones in it, made me realize I was probably off on the meaning behind this. Nevertheless, here is my transcription. I'm pretty confident in it, no AI or transcription service used, just heavy filtering of the audio and my ears. The words/phrases in bold are the ones I'm still not entirely sure of:

Something interesting I noticed: The narrator seems to say "2.95" like "Two-Nine-Five". Also, I am torn between whether it says "spoken word" or "focus word" and I'm actually leaning towards the latter now. Another interesting connection, the inclusion of "New Light" seems to me to be related to David Koresh's doctrine of the same name, that was the start of the end for his sect of Branch Davidians. From the Association of Religion Data Archives:
"Less than ten years after joining the Branch Davidians, Koresh became their leader and began to teach his own interpretation of scripture, particularly regarding the Book of Revelation. Some of his teachings became controversial, even among his own followers. Some parted ways with the group in disagreement. One particular controversial teaching was the New Light doctrine, which described Koresh as being tasked with creating a new lineage of children of God. To start this lineage, Koresh began taking on the role of "spiritual husband" to all of the female Branch Davidians for the purpose of fathering offspring with them. New teachings, such as the New Light doctrine, led disgruntled former followers to begin contacting media outlets in order to expose Koresh. The media reports subsequently garnered the attention of the U.S. government. "
David Koresh/Branch Davidians may be one of the most common themes in BoC's music. Connecting the Moody Bible Institute to Koresh seems to be a pretty interesting statement.
