Has anyone heard of the 90's shoegaze downtempo band called "Bowery Electric"? I recently discovered these guys, Windy & Carl are their first names as well as another alias. They have a very BOCish tone about them, especially with nostalgic note progressions mixed with dark backdrops.
Check em out! :)

I never knew Windy and Carl were related to the Bowery Electric, I found them through a split EP with Landing, who are right up your alley if you like that kind of slow, post-rock type music that has a lot of looping, delay and droning. Fluency of Colors and Close Your Eyes, Slowly are personal favorites and then they also have great tracks with more defined pop structures like Cover Bare Arms and Two Veils.

I love this band so much. In my head this is what early shoegazey Boards Of Canada would have sounded like.

:) exactly! These guys became close to number 1 for me. I found a live performance of windy and carl from the early nineties and the first track cuts out but it was so bocish and so beautiful almost made me cry

Ah yes that one is fantastic! That's also my favorite although a few songs from Lush Life also hit a key in me. I am for sure picking these up on vinyl. Wish they were still together...

Are you sure Windy & Carl are related to Bowery Electric? I mean, the members look different and have different names... Where did you find this info?

Perhaps I am misinterpreting what you're saying in the OP but they are definitely not the same band. Footage of both bands performing at the same event:

Never warmed to Windy & Carl but these guys aren't too bad.

Oops, nevermind, perhaps I was mistaken. I read that Chandler from Bowery has indeed played with Windy and Carl. I assumed they were but never looked it up. Won't do that again. I definitely like both. That first live song by Windy & Carl was beautiful. I wish Bowery Electric were still playing. Lawrence Chandler and Martha Schwendener are their names. Chandler is in a new band titled "Happy Families" which I read was pretty good and more lo-fi shoegazy. Will check them all out
