It's a kid saying "Lake". You can hear it in episode 2852 from Sesame Street at 11:58.

The kid says "Lake" three times in this segment, first at 10:51, then at 11:35 and finally at 11:58. It is possible that the sample comes from the first timestamp but I think it's the last one.
Needless to say, the sample appears at 00:48 in Roygbiv.

Yep, actually all sesame street samples come from this episode with the exception of two.

holy shit man, how many more are you gonna find? that's like two or three in a very short time!
i'm starting to think maybe something like ATP-07's "Louder!" or "See The Rainbow" sample is from this or another episode.

Kind of crazy how all these samples and music inspiration come from just a few big influences like this. From multiple sources all things depend I guess lol.

Bocpages says it is not confirmed, but to me ATP-07's "Louder" comes from this:

At 0:40, the girl saying "Robert". Can't remember who posted this in the forum some years ago but credits to them.

Well done! I remember a while back it was commonly thought by many of the folks around here (including me) that the Roygbiv sample was a reversed "Yeah!", but this sounds much more spot-on.

Yeah I always thought it was a reversed yeah! But this makes so much more sense.
There needs to be a BoCpages entry on this episode of Sesame Street with all known samples from it listed. It seems like they mined a ton from it.

https://muppet.fandom.com/wiki/Episode_2852This has a list of all the segments for people who are unable to watch. So from this one episode we have:
Roygbiv "Lake"
Aquarius "Orange"
Aquarius "We'll Sail To The Stars"
Aquarius "Children's Laughter"
Sunshine Recorder "A Beautiful Place"
Many Me's segment sampled in Dawn Chorus, Sixyten and others
I Love You segment used in Eagle In Your Mind and Color Of The Fire
The Noatak Ice fishing segment
Are there any I'm missing?
Also, the trope running through this episode is that Elmo wants Oscar to teach him to be a Grouch so they trade places and Elmo goes into Oscar's garbage can. Since Elmo is red it might have been nice if Oscar learned to be Elmo for a day so that Oscar Could See Through Red Eye

The Number Creatures bit appears on Prime Audio Soup: "6, 7, 8".

Don’t think so sorry. A while ago someone made a video showing a part from an old video game where you play as a rat/mouse called Oscar, the game sounds were very similar to those in the song.
Anyone find this video? I can’t seem to find it on YouTube any more.

Yep, the game is called Bad Day on the Midway, and it was made by the Residents, an experimental music & art collective.
Also, the video is still on YouTube. The link in the OP works fine for me.

Indeed, I'm aware of the Bad Day On The Midway reference. I was just saying it would have been nice to have that connotation in the Sesame Street episode to add an extra layer of unintended BoC reference

I don't hear any sounds from the Bad Day on The Midway in "Oscar See through Red Eye" (at least according to the time stamps listed on the
bocpages). So someone might have to clear that one up for me. Also the rat has two eyes not one..."see through red
eye" would seem to be a significant reference to just ignore. Point being it can just as well be Oscar from Sesame Street, maybe from a yet-to-be-discovered scene that caters more to the red eye reference? Anything is possible at this moment.
Oh and good job btw WaitingFor_22 for finding the "Lake" sesame street sample, you're on a roll!

I think, IIRC, that the Bad Day On The Midway reference is because in the game the rat called Oscar gets infrared vision at some points so he's literally seeing everything in red? I think that's why it's such a strong theory.

Yeah it's definitely a strong theory, but I feel it's not
quite there. Besides the "eye" not "eyes" issue, another thing to point out is that it should be "Oscar
Sees Through" if it's a verb referring to Oscar (a rat).
Or maybe the "see" is attached to the adjective "see-through"?
Maybe Oscar is instead a reference to the NATO alphabet code for "O"?
The more I look at it, the more it appears to be like the title "Campfire Headphase" or "Geogaddi"; a hodgepodge of meaningful morphemes. Title is very interesting to say the least.

Check out the BOCPages article on Oscar See Through Red Eye, it has a gameplay video from Bad Day on the Midway and has timestamps for exactly when the sound appears in both the video and the song.
And if we're going at it this literally, Oscar in Sesame Street also has two eyes, so I don't think the phrasing of the title has any bearing one way or another. It could easily be they ended up wording it that way because they thought it sounded better than "Oscar Sees Through Red Eyes."
Besides the points that have already been mentioned, this game and the Residents in general would fit in perfectly with Boards' tastes.

Yes, like what was said in my previous statement, I did check out the bocpages and was not able to hear any sounds from the video game at the timestamps. So can you hear it then at the timestamps? What exactly is being sampled, a piano/keys sample? a sound fx? Maybe WaitingFor_22 can isolate what is sampled and the part of the song where it is found. I am genuinely curious.
Ironmark made a comment hinting (maybe simply in jest but nevertheless) that Oscar the Grouch could be the reference to the "Oscar See Through Red Eye" title, but some people didn't like that idea, e.g., someone saying "Don’t think so sorry"...So I was defending the notion that it could just as well be Oscar the grouch than Oscar the rat. Both "fit perfectly with Boc's tastes". I didn't say it was definitely Oscar the Grouch and
not Oscar the Rat, I just wanted to defend people's speculations and ideas on the title reference. And I agree with you that literal phrasing might not be important here, and that they could have used different wording because it sounded good. I simply wanted to say hey, until it's confirmed by BoC themselves, nothing wrong with some interesting speculation and healthy critical thinking.

Oscar See Through Red Eye almost gives it a bit of a native American (first nation) feel to the name, a bit like Pete Standing Alone, so I don't think the grammatical aspect of the name to the sample matters too much.
