It's really simple. Let's say you heard an "official statement" from the government that went directly to Fox News (or dailymail for UK users), didn't appear on any official government sites or congressional addresses, and didn't appear on any other news sources. Would you believe them about it?
Now, replace Fox News with Pitchfork. Same thing.
Unless of course you honestly believe Pitchfork is a good, refutable source for music information. Then it's a completely different story, and most likely inarguable.

Opinions aside, BoC apparently considered them trustworthy enough to grant them an interview in 2005. Given how loathe BoC seem to be to talk to anybody in public, that should carry a lot of weight. The message is a bummer, but it's tough to imagine them lying about getting a statement from Warp that nothing's imminent. It'd be one thing if they jumped the gun on a story about something actually coming to try to scoop everyone else, but there's nothing to be gained by fabricating a statement that nothing's coming soon.

Also, shut up about Animal Collective, please. It is impossible for a band to be "hipster" simply because of the fans that surround it. Furthermore, this isn't the Animal Collective forum. This is the Boards of Canada forum.
Do you really think it's going to come out in December? It won't so we can rule that out. We can rule out March (obviously) and we can also rule out April and May (would know about it by now).
Considering Warp hasn't said anything at all, and that they announced TCH three months before its release, we can guess they probably would do the same thing for the new album. So that rules out June.
That leaves us with July-November.
They have never released an album in the summer, so we can safely assume they will follow that trend. That rules out July and August.
So now we have September-November remaining. I want it to come out guys, but I don't see it happening. I hope I'm wrong as fuck.
