The first person I thought of when I heard Telepath was the actor Richard Burton.
Has anyone ever seen the film called, 'The Medusa Touch' from 1978? In the movie Richard Burton plays a novelist who has telekinetic abilities, and uses these abilities to bring about worldwide catastrophes.

Don't get me wrong, I may be putting 2+2 together here and getting 5!
I'm more likely to be wrong than factually correct! But the voice does have a similarity to Richard Burton

I don't think it's sampled from that. It's just a very similar calliope synth sound. Either they sampled it from elsewhere or they have the equipment to create it.
For one, the Modanna bit goes E C G, in Telepath it's F Db Bb Gb Eb... that is not a transposition. Suppose they could have sampled just one note and then made each pitch with it, but that seems doubtful.
Also, how would they have gotten rid of the piano?

at :41 i believe he's saying "sseevvenn, hhaatte, niine", or at least it sounds that way to me. I feel like it'd be classic BoC form if they added a subtle "h" sound to the eight to make this a little ambiguous.
the more interesting one however is at 1:04, if you listen very closely after the drawn out "fiiiiiiiiiive", it sounds as if they very quietly tacked on a "six" as if in the same breath as the long five. This would then give us "5iiive 6 6 6 7".

this track is incredible.. the voice immediately gives you the same vibe as the voice in, the devil is in the details. on first listen to the album, this track really stood out.
when the voice counts to 10, it reaches six and sounds as though it says. 666. quickly.
i also agree with what someone else said in this thread. it sounds like the voice is hinting at another way of playing the track order. but who knows.
