Where I live (USA! USA! WOOOOO!) they treat workers as disposable interchangable cogs in a machine. You can't blame "tipping culture", but you can blame business lobbyists in 3000$ suits and multinational corporations who pretty much dehumanize everyone in pursuit of an almighty dollar.
If I can help out the single mom working two jobs by throwing down 20% on the rare times I do eat out and treat her like a human being, it's a fair trade.
If lobbying is behind it, you are right in what you say. I must also underestimate how easily a change could come about in a country your size. I mostly mirror it to my own country (we are only 5 million in population).
The way I'd see it here is that by being ethical and tipping, you also support the unethical below-minimum wage in long term -- if it's clear tipping helps the workers get by, a fix is not first on anybody's priority list. But this is a double-edged sword (eg. the mom example), more there than here (we've support systems).

My girlfriend is a tour guide at our school over the summer. A few weeks ago she texted my saying that she guided some guy and his mom ... the guy was wearing a BoC shirt. I instantly thought "Wow, I'd really like to meet that guy! And I hope he comes to our school!"
I'm giving you guys this short anecdote because, yes, to an extent, we all think like this. And it's kind of hilarious. This is why people say that the fans are "cult-like"
I know this happens with every band, but it's a bit more extreme with BoC ... at least in my opinion.
