I'm both a committed antinatalist and utilitarian. Antinatalist underpins the rubric of negative utilitarianism. David Benatar's Better Never to Have Been which I've actually read is the most elegant explication of antinatalist.

Antinatalism has got nothing to do with eugenics, it's simply about desisting, voluntarily from procreation. Eugenics is the opposite. If anything antinatalism is symmetrical with dysgenics which I support because if more unfit humans are born this may eventually serve to retard the fecundity or fertility of our aggressive primate species. Population planning is discussed in the primary antinatalist manifesto but again there is nothing inherently eugenic about population planning. With eight billion human thugs on the planet limiting the luxuriant size of the global population is long overdue.
