It might be a nod, but the effect in general has been used on plenty of tracks by other artists...it's just a auto-pan/filter with a square(ish?) wave modulating the volume at varying rates. That's hardly everything he's using in that section of the track, but it's responsible for the sound you're talking about.
I *really* like this sampler more than anything I've heard by him. This seems to be more like proper music in some way. A more rich and established sound. There's more going on so it seems; I like this a lot. But on the other hand it also seems I'm listening to various artists combined together. I hear influences from here and there combined in this sampler.
PS: I reckon it's the beats I'm excited about. Beats, rhythm, vocals, clicks & pops in stead of only guitarish noodling.

I can definitely hear something of a Lone influence on the choppy beats in that sampler. Will be interesting to see how all those different styles fit together over an album.
yeah i would say bibio's sampling type sound is more akin to flying lotus and j dilla more than anything else. inspiration from lone may be in there though, youre right.
