wtf is going on ITT? they could have read the wikipedia article and found enough detail to understand this paper
you would learn enough physics to understand that paper in high school here.
either way they could have read OF it without actually reading IT and get a gist of it, like people here have just done.

There aren't any blueprints in the PDF are they? With high school physics you won't even know how to draw up a plan of such a machine

My guess as to the source of the voices is them buying random, second-hand/used 1/4 inch tape reels off eBay or other marketplaces. They often have something weird on them, nobody goes to the trouble of clearing off their recordings. I've done this before and got the original recordings of some religious radio show amongst other things. The men on Telepath sound like they're testing an audio set-up but obviously the music and the manipulation of the recording combine to imply something more sinister. Also, it's so satisfying when the counting elongates.. ..fiiiiiiivve..
