This has been bugging me for years so I messed around in audacity a little bit to see if I was onto something. This may just be confirmation bias; Skinny Puppy used a similar melody in "VX Gas Attack".
The opening to "A Forest" by The Cure slightly edited and laid over the beat to "Buckie High":
I know jack about audio editing so maybe someone else could do a better job.

I agree this sounds extremely similar, most definitely sampled. Great find!

Buckie High core melody is Ab / B / F# / Db.
so BOC transposed the sample 1 semitone down except the 3rd note, which was transposed 1 semitone up, and added passing notes half-step down before the 3rd and 1st beats.
