i can vouch for this. combinations of those ingredients (skullcap, too) offer a deeper sleep, with the occasional lucid dream. recommended dosages of melatonin and valerian are usually enough. i was an insomniac throughout my adolescence, and it wasn't until an herbologist in my area recommended valerian that i finally got a full night's sleep.
there are a number of herbal sleep supplements on the market with the above ingredients (available almost anywhere that sells diet supplements, now). however, tea can be more of a sensory experience compared to gelcaps. not to mention, you can take valerian and melatonin along with tea, too.
Yogi Tea offers an organic tea called Egyptian Licorice that is very tasty (if you enjoy anise/licorice flavor). it's very relaxing and puts me into a lucid state, before bedtime. valerian tea also has a nice 'flowery' flavor, but many are put off by it's odor. otherwise, nothing beats sleepytime tea.
if you decide to take valerian capsules, make sure the bottle says it's a 'standardized extract.' the 'whole herb' variety tends to give me headaches the day after.
